Red Gap Ranch (RGR) is land about 40 miles East of Flagstaff that the City has purchased to gain access to the water under it.  The pipeline and pumping costs to bring this water to Flagstaff are very high ($200-300 million), and it must be largely spent all at once. It is considered our long-term water insurance policy, and something we want to delay as long as possible.
