A Delta-T (Temperature) is the driving force for heat flow.  It is the temperature difference across the surface in question.  The walls of the test unit (“window frame”) are covered with insulation so reduce heat flow and temperature difference between the wall and the room temperature are the Delta-T” that drives this.
